Warshaper is a prestige class appeared in Complete Warrior, even though almost all its abilities could only function under wildshape/polymorph/change shape etc. I personally disagree that warshape's abilities could work even when shifting since it specifically points out "The class features function only when thewarshaper is in a form other than her own (which for doppelgangerand phasm warshapers is most of the time)." And shifing itself is far from "another form". Still, there's no rules to determine what exaclty is "another form", so the judgement is to the DM.
Change Shape is a special ability possesed by many monsters, you can get a clear idea in MM.
Changeling is a race in Eberron who could change its appearance at will (giving him/her a +10 bonus in Disuguise), but I don't think the abilities of Warshape could work under its Minor Change Shape ability. The reason is obvious because Minor Change Shape states that it "alters their appearance as though using a disguise self spell that affects theirbodies but not their possessions." A disguise maybe, but a new form? Doubtful.
As for Wildshape, it's now similar to Alternate Form (according to errata). By the way...what's morph......? I haven't read too much psion-related material so sorry can't help with that.
