No. The spell delivered by spectral hand must be one that you cast. Activating a magic item is not hte same as casting a spell, even if the effect is virtually identical.

Spectral Shocking Grasp is no more... T_T

I dont think sage's this advice makes sense, since casting from a scroll is considered casting a spell from any aspect of the game.

Anyway, it's SAGE'S ADVICE, damn.
