That defeats the purpose of the game.
NPCs are supposed to support your PCs, who are the only people that matter other than GM.
The players, who spent hours, or even years, building up their own PCs. That takes as much time and effort as GMs running their games.
And right now you are pretty much just trying to find ways to remove all that effort by loopholes in mechanics.
It is pretty much like a munchkin trying to justify how his Lv1 Fighter can instakill Elminster, except this time it's on the GM's side.
That defeats the purpose of the game itself, even if it can be an interesting thing to ponder.
(Of course in real life, you really can stack $$$ on some bozos to the point that it can negate other's lifelong efforts... But game's not real life. In a game it should at least be less harsh and more rewarding than your life, cause otherwise what's the point of playing?)
So, the rules
should not allow this to happen, even if it possibly can.
(Besides, the easiest way to make it work is always: "You are the GM. If you give 1000 Lv1 mooks each an instant-PC-slaying wand,
nobody can stop you."
It just makes you someone who should not be GMing at all that's all. )
